Then letting em play and get rewarded for all the game modes they play. I say vote up for exp being given in wvw to count atleast for Tyria masteries... It's a deliberate design decision, as explained by the devs, and it would take more work than they're currently willing/able to put in to allow only specific masteries to function (AoE loot) while locking out others (like the resurrection bonuses in Pact Commander).
